Free Guide to Arkansas Boat License Requirements
Understanding Arkansas Boating License Requirements
Arkansas requires most people who operate motorboats on state waters to have a boating license. The state calls this credential a "boater education certificate" or "boating safety certificate." This requirement exists to ensure that people operating boats understand basic safety principles, navigation rules, and how to respond to emergencies on the water.

The Arkansas Game and Fish Commission oversees boating regulations and licensing. According to their guidelines, anyone born on or after January 1, 1986, must complete a boating safety course and pass an examination before operating a boat with a motor of 10 horsepower or greater. This age-based requirement reflects when Arkansas implemented stronger safety standards.
People born before January 1, 1986, do not need to complete the boating safety course, though taking one remains optional and may offer practical knowledge. Some insurance companies offer discounts to boaters who have completed safety training, regardless of age.
The certificate itself does not expire. Once you obtain a boating safety certificate in Arkansas, it remains valid for your lifetime. However, this does not mean boating laws stay the same forever. Regulations can change, so reviewing current rules before each boating season remains a good practice.
Several exemptions exist to the licensing requirement. People operating sailboats without motors do not need a certificate. Renters who operate rented boats as part of a rental agreement may have different rules depending on the rental company's policies. Non-residents visiting Arkansas may have temporary exemptions, but they should verify current rules with the Arkansas Game and Fish Commission before boating.
Practical Takeaway: Check your birth date against the January 1, 1986 threshold. If you were born after this date and plan to operate a motorboat in Arkansas, you will need to complete boating safety training and pass a test. If you were born before this date, certification is optional but may provide insurance savings.
How to Obtain Your Boating Safety Certificate
Arkansas offers multiple pathways to obtain a boating safety certificate. The most common method involves completing an online course through an approved provider, though in-person classroom options also exist in various Arkansas communities.

The online course route has become popular because it allows learners to progress at their own pace. These courses cover essential topics including boating safety equipment, navigation rules, weather awareness, alcohol and boating laws, and rescue procedures. Most online courses can be completed in 2-4 hours. After finishing all course modules, you take a final exam. Passing typically requires a score of 80 percent or higher.
The Arkansas Game and Fish Commission maintains a list of approved course providers. These providers have been reviewed to ensure their content meets state standards. When choosing an online provider, verify they appear on the official AGFC list. Some providers charge fees ranging from $15 to $40 for their courses and certificates, though some options cost less.
In-person classes offer an alternative for those who prefer classroom instruction. These courses typically last 4-8 hours and cover the same material as online options. They provide opportunities to ask instructors questions directly and may appeal to people who learn better through interactive settings. The Arkansas Game and Fish Commission website lists locations where in-person courses are regularly offered.
Once you pass the course exam, whether online or in-person, you receive your boating safety certificate. Many online providers send certificates by email immediately after passing, while some also mail physical certificates. Keep your certificate accessible when boating, as law enforcement officers may request to see it during routine checks on the water.
Practical Takeaway: Visit the Arkansas Game and Fish Commission website to find an approved course provider that matches your learning preference. Budget 2-4 hours for completion and expect costs between $15-$40. Have your certificate available whenever you operate a motorboat.
Course Content and What You Will Learn
Arkansas boating safety courses cover practical information designed to prevent accidents and save lives on the water. Understanding these topics helps boaters recognize hazards and respond appropriately to dangerous situations.

Boating safety equipment represents a major course section. You will learn what safety gear Arkansas law requires on boats, such as personal flotation devices (PFDs) for each person aboard. Arkansas law requires at least one wearable PFD per person plus one throwable device for boats 16 feet or longer. The course explains different PFD types, when each type is appropriate, and how to inspect them for damage. Many drowning deaths occur among boaters who had PFDs available but were not wearing them, making this knowledge critical.
Navigation and boating rules form another essential section. Courses teach the rules of the road for boats, similar to traffic laws for vehicles. You learn about navigational markers, buoys, and channel markers that guide boats safely through waterways. The course covers right-of-way situations—when one boat must yield to another—and how to navigate in different conditions.
Weather awareness and water conditions receive significant attention. The course explains how to recognize weather patterns that pose boating dangers, including thunderstorms, fog, and high winds. You learn how water conditions change throughout seasons and how cold water can cause shock and hypothermia. Understanding these environmental factors helps boaters make decisions about when conditions are safe for boating.
Legal and responsible boating topics address alcohol use, speed limits in different areas, and noise regulations. Arkansas law prohibits operating a boat while intoxicated, with legal consequences similar to drunk driving charges. The course covers these laws and explains how alcohol affects boat operation judgment and balance.
Emergency procedures and rescue techniques teach you what to do if someone falls overboard or a boat capsizes. These sections cover how to throw rescue lines, turn a boat around safely, and perform water rescues. Learning these procedures before an emergency occurs means you can act effectively if needed.
Practical Takeaway: As you complete your course, take notes on the specific PFD requirements, navigation rules, and emergency procedures. Review this information before your first boating trips of each season, since knowledge retention matters when safety decisions must be made quickly.
Testing and Certification Requirements
After completing course material, you must pass an examination to receive your boating safety certificate. Understanding the test format and requirements helps you prepare effectively.

The Arkansas boating safety exam typically contains 50 multiple-choice questions covering the course material. You must answer at least 40 questions correctly (an 80 percent score) to pass. The exam tests your understanding of practical safety concepts rather than minor details, focusing on information that directly impacts safe boating.
Exam questions address real-world scenarios. For example, a question might describe weather conditions and ask which action would be safest. Another might present a navigation situation and ask what rules apply. These scenario-based questions test whether you can apply knowledge rather than simply memorize definitions.
Online course exams are typically taken on the same platform where you complete coursework. You usually have one or two attempts to pass. If you do not pass on your first attempt, you can review the course material again and retake the exam. Some providers include study guides or practice tests to help you prepare.
In-person classroom courses usually include a written exam at the end of the class session. Instructors may review answers with the group before collecting papers, providing immediate feedback on areas where concepts needed clarification.
Upon passing, you receive your certificate. This document proves you completed the boating safety course and passed the required exam. For online courses, certificates typically arrive via email within minutes. Physical certificates may arrive by mail within 1-2 weeks. The certificate number is important—record it in case you need to verify your certification later.
No renewal or recertification is required in Arkansas. Your certificate remains valid indefinitely once issued. However, boating laws and safety practices evolve, so reviewing updated information periodically remains beneficial.
Practical Takeaway: Before taking the exam, review any practice materials or study guides your course provider offers. Focus on understanding scenarios and real-world applications rather than memorizing isolated facts. Save your certificate number in a secure location for your records.
