Free Guide to Paying Your West Virginia Water Bill
Understanding Your West Virginia Water Bill
A water bill is a monthly or quarterly invoice that shows how much water your household or business used during a specific period. Your bill includes charges for the water itself, plus fees for delivery, treatment, and sometimes wastewater services. In West Virginia, water bills vary significantly depending on your water provider, location, and usage patterns.

Water bills typically break down into several parts. The base charge is a fixed fee you pay regardless of how much water you use—this covers the cost of maintaining pipes, meters, and infrastructure. The volumetric charge is based on consumption, usually measured in gallons or hundred cubic feet (CCF). One CCF equals approximately 748 gallons. Many providers also charge a wastewater or sewer fee, which reflects the cost of treating water that leaves your home as sewage. Some areas add storm water fees, especially if your property drains into municipal systems.
According to the U.S. Environmental Protection Agency, the average American family uses more than 300 gallons of water per day at home. In West Virginia, typical residential water usage ranges from 2,000 to 4,000 gallons per month, depending on family size, season, and whether residents have outdoor irrigation. Winter months sometimes show lower usage in regions without lawn watering needs.
Your bill should clearly label these different charges so you can understand what you are paying for. The invoice typically shows your current meter reading, your previous meter reading, and the difference between them—this difference is your consumption. Most West Virginia water providers mail bills monthly, though some offer online viewing options. Knowing what each line item means helps you spot errors and understand where your money goes.
Practical Takeaway: Review your water bill carefully each month. Check that the meter reading makes sense compared to your previous bill. If you see a sudden spike in usage, investigate potential leaks or changes in household water use.
Where to Find and Contact Your Water Provider
West Virginia has numerous water providers serving different regions. The largest is the West Virginia American Water Company, which serves approximately 580,000 people across the state. Other major providers include Charleston Water Works, Kanawha Valley Water Company, and numerous municipal systems. If you live in a city or town, your water likely comes from a municipal provider. If you live in a rural area, you might receive water from a private company or a water cooperative.

To find your specific water provider, start by checking your current water bill—the provider's name and contact information appear at the top. If you do not have a recent bill, you can contact your city or county clerk's office. The West Virginia Public Service Commission also maintains a directory of water utilities. You can reach them at 1-800-344-5113 or visit their website at psc.wv.gov. Having your account number handy when you contact your provider makes the process faster.
Each provider operates differently in terms of billing schedules and payment methods. Most offer multiple ways to pay, including online portals, automatic bank withdrawals, checks sent by mail, and in-person payments at local offices. Some providers charge a small fee for phone or online payments, while others do not. West Virginia American Water, for example, offers a free online payment portal where you can pay without additional charges. Contacting your provider directly helps you learn about options specific to your situation.
Many providers also operate customer service lines during business hours. These representatives can explain charges on your bill, discuss meter readings, report leaks, and provide information about conservation programs. If you experience service problems or believe your bill is incorrect, your provider is the first point of contact. If you have disputes that cannot be resolved with the provider, the West Virginia Public Service Commission handles consumer complaints and can investigate billing issues.
Practical Takeaway: Save your water provider's customer service number and account number in an easily accessible place. Having this information ready makes it simple to ask questions about your bill or report problems.
Payment Methods and Due Dates
West Virginia water bills typically fall due 15 to 30 days after the invoice date, though this varies by provider. Your bill clearly shows the due date. Paying on time avoids late fees and service interruption. Most providers charge a late fee if payment arrives after the due date—fees typically range from $5 to $25, though some utilities charge percentages of the outstanding balance.

Online payment portals have become the standard for utility payments. If your provider offers an online account portal, you can log in, view your bill, set up automatic monthly payments, and pay manually whenever you choose. Automatic payments deduct a set amount from your bank account on the same date each month, which prevents accidental late payments. Some people prefer automatic payments for convenience, while others like to review each bill before paying. Both approaches work well—choose what fits your household's organization style.
Check payments sent through the mail remain a valid option. When paying by check, mail it to the address listed on your bill at least one week before the due date to account for postal delays. Make sure to include your account number on the check and the outer envelope. Some providers still accept in-person payments at their local offices or authorized payment locations. Call your provider to ask where you can pay in person in your area.
A few providers now accept payments through mobile payment apps or payment services like PayPal or Venmo, though this is less common for utilities. If you have financial hardship, many West Virginia water providers offer payment arrangements or assistance programs. You must contact your provider's customer service department to discuss options. Some providers can work out a payment plan where you pay part of your bill now and the remainder over several months. Others have information about state or federal programs that may help with utility costs.
Practical Takeaway: Set a calendar reminder for your bill's due date. If your provider offers automatic payments and you want to use them, enroll soon after opening your account to ensure the system is active before your first bill arrives.
Reading Your Meter and Checking for Accuracy
Understanding your water meter helps you verify that your bill's usage charges are correct. Most West Virginia homes have an analog meter—a dial-based device that looks like a car's odometer—or a digital meter with a numeric display. The meter sits in a box at your property line, often near the street, or sometimes in a basement or crawl space. Your water provider reads this meter regularly, usually monthly, to determine how much water flowed through your home since the last reading.

To read an analog meter, look at the dials from left to right. Each dial represents a different unit: the first dial is ten thousand gallons, the second is one thousand gallons, the third is one hundred gallons, the fourth is ten gallons, and the fifth is one gallon. Write down the number from each dial in order, reading the number the pointer just passed. For digital meters, simply read the number displayed on the screen from left to right. This number represents total gallons used since your meter was installed. To find your monthly usage, subtract last month's reading from this month's reading.
Checking your own meter reading against the reading on your bill reveals whether the utility company's reading is accurate. Most meter readers make few mistakes, but errors happen. If your bill shows much higher usage than your own meter reading, contact your provider immediately with both numbers. Conversely, if you know your usage should be higher based on your household habits, a low reading might indicate a meter malfunction. Some providers allow customers to submit their own meter readings through online portals or phone lines, which adds another accuracy check.
Sudden spikes in usage often indicate a leak. A family of four using 10,000 gallons per month is within normal range, but jumping to 15,000 gallons suggests investigation. Common sources of leaks include running toilets—which can waste 100 gallons per day—dripping faucets, and underground pipe breaks. If you suspect a leak, turn off all water-using appliances and check whether your meter continues registering usage. If it does, you likely have a leak. Contact a plumber to locate and repair it promptly.
Practical Takeaway: Read your own meter on the day your bill arrives and compare it to the meter reading shown on your invoice. Keep a simple log of monthly readings in a notebook or phone notes app to track patterns over time.
