Free Guide to Section 8 Housing Vouchers in Rhode Island
What Section 8 Housing Vouchers Are and How They Work in Rhode Island
Section 8 housing vouchers are a federal program that helps low-income families, elderly people, and people with disabilities pay rent. The program gets its name from Section 8 of the Housing Act of 1937. Instead of the government building housing, the program gives vouchers (also called rental assistance certificates) to people who meet certain income requirements. These vouchers reduce what a person pays for rent each month.

Here's how the system works in Rhode Island: A person receives a voucher from their local public housing authority. They then search for a rental property on their own—an apartment, house, or condo—that meets program standards. Once they find a place, the landlord agrees to participate in the program. The voucher holder pays their share of the rent (typically 30 percent of their income), and the Section 8 program pays the rest directly to the landlord, up to a maximum amount called the "payment standard." This payment standard varies by location in Rhode Island based on local market rent prices.
The Rhode Island Housing Resources Commission administers the Section 8 program for most of the state, though some communities operate their own programs. As of recent data, Rhode Island has several thousand vouchers in use, though the exact number changes as the program grows or adjusts funding. In Rhode Island, the average rent for a two-bedroom apartment in Providence is around $1,200 to $1,400 per month. For someone earning 30 percent of the area median income (about $16,000 annually for an individual), a Section 8 voucher can make housing affordable.
Practical takeaway: Section 8 vouchers work by subsidizing the difference between what a person can afford and market-rate rent, with the voucher holder finding their own housing and the program paying the landlord the remaining portion of rent.
Income Limits and Who Can Participate in Rhode Island Section 8
Section 8 programs use income limits to determine who may participate. These limits are based on the area median income (AMI) for Rhode Island. As of 2024, the gross annual income limit for a single person in Rhode Island is approximately $40,000 to $42,000, depending on the specific housing authority and local area. For a family of four, the limit is typically around $64,000 to $68,000. These numbers change yearly, usually in April, so it's important to check with your local housing authority for current figures.

Different household sizes have different income limits. Here's a general example of how limits work in Providence:
- One person: approximately $42,000 per year
- Two people: approximately $48,000 per year
- Three people: approximately $54,000 per year
- Four people: approximately $60,000 per year
- Five people: approximately $65,000 per year
- Six people: approximately $72,000 per year
Income is calculated on a gross basis, meaning before taxes are taken out. The housing authority counts income from wages, self-employment, Social Security, unemployment benefits, child support, alimony, and other sources. Certain deductions are allowed, such as child care expenses, medical expenses for elderly or disabled household members, and other specific costs. These deductions can lower your countable income.
Beyond income limits, there are no other restrictions based on citizenship status, employment, family composition, or background in most cases. However, all household members must pass a background check for criminal history and drug-related convictions. Landlords also have the right to screen tenants like they would for any rental.
Practical takeaway: Check the current year's income limits with your local Rhode Island housing authority, remember that income is counted before taxes, and know that deductions for certain expenses can reduce your countable income.
The Waiting List and Timeline for Getting a Voucher in Rhode Island
Most Section 8 programs in Rhode Island maintain waiting lists because demand for vouchers exceeds the supply of available funds. The waiting list is typically open at certain times throughout the year, but may be closed when the list becomes very long. When the list is open, people can submit their information to be added. The Rhode Island Housing Resources Commission generally maintains a centralized waiting list for most of the state's communities.

Wait times vary significantly depending on which area of Rhode Island you're in and current program demand. In Providence and other high-demand areas, wait times can be several years—sometimes three to five years or longer. In smaller communities or areas with less demand, wait times may be shorter. The housing authority does not base the order on when applications are received. Instead, many programs use a lottery system when the waiting list opens to randomly select the next group of people to process. Other programs use a priority system that favors households with special needs, very low incomes, or other factors.
Once you're selected from the waiting list, the housing authority contacts you to begin the process. This involves providing documents about your income, family size, and residence history. The process typically takes two to four months from the time you're contacted until you receive your voucher. After you receive your voucher, you have a limited time (usually 120 days) to find housing. If you don't find a place within that time, you may lose your voucher.
The Rhode Island Housing Resources Commission also has a "priority move" program that attempts to move qualified households through the waiting list faster when specific funds become available. Some priority categories may include people experiencing homelessness, people fleeing domestic violence, or people with disabilities.
Practical takeaway: Expect to be on a waiting list for an extended period; put your name on the list as soon as it opens in your area; gather income documentation before you're contacted; and once selected, be prepared to search for housing actively within the 120-day search period.
Finding Rental Housing and Working With Landlords on Section 8
Once you have a Section 8 voucher, you need to search for rental housing that meets program standards. This means finding a landlord willing to participate in the program. Not all landlords accept Section 8 vouchers. Some refuse because they misunderstand the program, worry about extra paperwork, or have other concerns. However, Rhode Island law prohibits discrimination based on source of income in most cases, meaning landlords cannot automatically refuse you because you have a voucher.

Your search can begin through traditional methods: online rental listing websites, newspaper classified ads, driving through neighborhoods looking for "For Rent" signs, and calling landlords directly. You can also contact community organizations that help people find housing. Many nonprofits in Rhode Island, such as the Affordable Housing Coalition and Community Action Agencies, maintain lists of landlords who welcome Section 8 participants or provide housing search assistance.
When you find a property you're interested in, you negotiate the lease terms with the landlord just like any other tenant would. The rent amount must fall within the payment standard set by the housing authority for your area. For example, if the two-bedroom payment standard in your area is $1,200, you cannot rent a two-bedroom for $1,500 and expect Section 8 to pay the difference—you'd pay the extra out of pocket or need to find different housing.
After you agree on terms, the housing authority inspects the property to ensure it meets housing quality standards. These standards include things like having working plumbing and heating, adequate light and ventilation, no lead paint hazards if built before 1978, and being structurally sound. The inspection is free and usually takes place within one to two weeks. If the property fails inspection, the landlord has time to fix problems and you can request a re-inspection.
Once inspection passes, the housing authority signs a contract with the landlord, and your lease begins. From that point forward, you pay your portion of rent to the landlord, and Section 8 pays their portion.
Practical takeaway: Search broadly for rental housing; understand that not all landlords participate but discrimination against voucher holders is illegal in most cases; remember that rent must fall within your area's payment standard; and prepare for a housing quality inspection that your chosen property must pass before the voucher activates.
