Understanding Low Income Housing in Idaho

Idaho has several housing programs designed for people with lower incomes. These programs exist in cities like Boise, Pocatello, Coeur d'Alene, and throughout rural areas. Understanding what options are available is an important first step for anyone looking for affordable housing in the state.

Low income housing refers to rental apartments, houses, and sometimes townhomes where the monthly rent is set at rates lower than typical market prices in that area. Idaho's median home price as of recent data exceeds $450,000 in some regions, making affordable rental options particularly important for families and individuals with limited income.

The U.S. Department of Housing and Urban Development (HUD) defines affordable housing as housing where a person or family pays no more than 30% of their gross monthly income toward rent. For example, if a household earns $2,000 per month, affordable rent would be $600 or less. Many Idaho residents struggle to find housing at these rates without some form of subsidy or program support.

Idaho's low income housing options fall into several categories: public housing managed by local housing authorities, privately-owned apartments that receive federal subsidies, and special programs for specific populations like veterans and seniors. Each has different features and serves different needs.

Practical Takeaway: Start by determining your household income and what rent amount would be considered affordable for your situation. This 30% guideline helps you understand which housing options might fit your budget.

Public Housing Authorities and Section 8 Housing Choice Vouchers

Idaho has multiple public housing authorities (PHAs) that manage programs in different regions. Major authorities operate in Ada County (Boise area), Bannock County (Pocatello), Kootenai County (Coeur d'Alene), and other communities. These agencies administer public housing and voucher programs funded by HUD.

Public housing consists of properties owned and operated directly by local housing authorities. Residents pay rent based on their income, typically 30% of their adjusted gross income. Public housing in Idaho includes complexes in Boise, Lewiston, Twin Falls, and other communities. As of recent counts, Idaho has several thousand public housing units available statewide.

The Housing Choice Voucher program, commonly called Section 8, is another major option. This program gives vouchers to eligible households that help pay rent at privately-owned apartments and homes throughout Idaho. Instead of living in a specific government building, voucher holders can choose where to live, provided the landlord participates and the rent doesn't exceed program limits. For example, in Ada County, the payment standard for a one-bedroom apartment might be around $900, meaning HUD covers a portion and the tenant pays the rest based on income.

Idaho's housing authorities maintain waiting lists for both public housing and vouchers because demand exceeds available units. Some waiting lists are open periodically while others remain closed. The Boise Housing Authority, for instance, manages several thousand vouchers. Applicants typically need to provide proof of income, residency, and other documentation to housing authorities.

Each housing authority has its own policies and procedures. The Boise Housing Authority website lists contact information and program details. Pocatello Housing Authority serves the southeastern region, while different authorities manage programs in northern and western Idaho communities.

Practical Takeaway: Contact your local housing authority directly to learn about current openings, waiting list status, and what documents you'll need to gather. Most housing authorities have websites with application information and program descriptions.

Tax Credit Properties and Affordable Apartment Complexes

Many apartment communities throughout Idaho receive Low Income Housing Tax Credit (LIHTC) funding. This federal program provides tax incentives to developers who build or rehabilitate housing for lower income households. These properties look and operate like regular apartments but offer reduced rents to residents meeting income limits.

Tax credit properties exist in Boise, Nampa, Coeur d'Alene, Pocatello, and smaller Idaho communities. Residents typically pay rent based on a percentage of their income or a set amount, whichever is lower. Income limits vary by property location and family size, but often fall between 50% and 60% of the area median income. In Ada County, this might mean a family of four with income around $45,000 to $50,000 annually could potentially rent at a tax credit property.

These properties are managed by private developers or nonprofit organizations. Unlike public housing, they're not government-owned but do follow federal guidelines about affordability. Some are newer construction, while others are established complexes. Examples include various properties managed by nonprofit developers throughout the state.

To find tax credit properties, you can search the Idaho Housing and Finance Association (IHFA) website, which maintains information about affordable housing developments. Local community action agencies also have lists of affordable properties in their areas. Contact these properties directly to ask about current availability and income requirements.

Income verification is required when renting at tax credit properties. You'll typically need to provide recent pay stubs, tax returns, or proof of benefits. Some properties have income limits that would exclude higher earners but include people with moderate to lower incomes.

Practical Takeaway: Use the IHFA database and contact local property management companies directly to learn about specific affordable apartment communities near you. Inquire about income limits and current lease availability.

Veterans need VA medical center registration to participate.

Senior housing programs in Idaho include properties specifically designed for people 62 and older with low to moderate incomes. These communities often include additional services like meal programs, transportation, recreational activities, and maintenance. Communities exist in Boise, Pocatello, Coeur d'Alene, and other cities. Income limits and rent amounts vary by property. The Senior Housing Coalition and Area Agencies on Aging maintain lists of available properties.

Family housing programs sometimes prioritize households with children or single parents. Some public housing authorities set aside vouchers specifically for families. Nonprofit organizations also operate family housing in various Idaho communities. These programs recognize that families often face particular challenges finding suitable, affordable units.

Permanent Supportive Housing programs serve people with disabilities or chronic health conditions. These combine affordable housing with supportive services like counseling, health care coordination, and employment assistance. Multiple nonprofits operate these programs in Idaho's larger communities.

Rural housing programs through the U.S. Department of Agriculture serve people in smaller Idaho communities where housing is limited. These programs may offer different terms and serve areas outside major cities.

Practical Takeaway: Identify which program category matches your situation (veteran status, age, family composition, disability status) and contact specialized organizations serving that population in your area.
