What Is a Texas ID and Who Might Need One

A Texas ID card is an official form of identification issued by the Texas Department of Public Safety. Unlike a driver's license, a Texas ID does not permit you to operate a motor vehicle. Instead, it serves as a state-issued photo ID that you can use for age verification, banking, travel within Texas, and other situations where you need to prove your identity and age.

According to the Texas Department of Public Safety, approximately 2.3 million Texans hold non-driver ID cards. These cards remain valid for 6 years for adults ages 18-84, and for 4 years for those under 18. The card is wallet-sized and contains your photograph, signature, date of birth, and a unique ID number.

People pursue a Texas ID for various reasons. Some individuals do not drive or no longer wish to maintain a driver's license but still need official identification. Others use it as a backup form of ID in addition to their driver's license. Students often obtain Texas IDs when they relocate for college and want state identification. Senior citizens sometimes switch from driver's licenses to non-driver IDs when they stop driving. Parents may obtain IDs for teenagers who do not yet drive but need identification for activities like working, traveling, or opening bank accounts.

The Texas ID card also serves people who face barriers to obtaining a driver's license. For example, individuals with certain medical conditions may not be able to drive but still need identification. Additionally, some people simply prefer the Texas ID because it costs less than a driver's license and does not require driving tests or knowledge exams.

Practical takeaway: If you need a state-issued photo ID for non-driving purposes, understanding whether a Texas ID card suits your situation is the first step. Consider what you need the ID for and how long you plan to stay in Texas.

Documents You Will Need to Bring

Obtaining a Texas ID requires presenting specific documents to verify your identity, Texas residency, and date of birth. The Texas Department of Public Safety maintains a detailed list of documents the state considers acceptable. Having the right documents ready before visiting a DPS office saves time and prevents unnecessary return trips.

To prove your identity, you must bring an original or certified copy of one primary document. Acceptable primary documents include a valid U.S. passport, a certified birth certificate issued by the state vital statistics office, a valid foreign passport, a Certificate of Citizenship or Naturalization, or a valid Permanent Resident Card. A certified birth certificate is the most common choice because many people already possess one and it costs $20-$30 to obtain from your state's vital records office.

To prove Texas residency, you must provide documentation showing your name and a Texas address. The DPS accepts documents dated within the last 30 days. Examples include utility bills, bank statements, lease agreements, homeowner's insurance policies, or property tax statements. If you moved recently, your utility company can provide a printed statement showing your current address. Some people use a bank statement mailed to their Texas address. You do not need to own property to prove residency—renting an apartment and providing a lease agreement works equally well.

For verifying your date of birth, most primary identity documents already contain this information, so you typically do not need a separate birth verification document. However, if your primary document does not show your birth date, the DPS accepts vital records documents, school records, or court documents showing your date of birth.

If you have changed your name through marriage, divorce, or court order, you must bring documentation of that name change. This might include an original or certified marriage certificate, divorce decree, or court order establishing the name change. If you were born outside the United States, bring your immigration documents showing your current status.

Practical takeaway: Create a checklist of documents before your DPS visit. Gather your certified birth certificate or passport, a recent utility bill or bank statement showing your Texas address, and any name change documents. Calling the DPS office ahead of time can confirm they have everything they need.

Step-by-Step Process at the DPS Office

The Texas Department of Public Safety operates over 230 driver license offices across the state. To find your nearest location, visit the DPS website and use their office locator tool. Office hours vary by location, but most operate during standard business hours Monday through Friday. Some offices have extended hours or Saturday appointments available. Visiting early in the day or midweek typically means shorter wait times than afternoons or Fridays.

When you arrive at your DPS office, you will first check in at the front desk or kiosk and submit your documents for review. The DPS staff member will examine your identity documents, residency proof, and any other required paperwork. This initial review takes 5-15 minutes depending on how clearly your documents show the required information.

Next, you will proceed to a service window where a DPS officer will verify your information and ask you questions about your documents. They may ask clarifying questions about your residence, your name, or your previous identification history. This conversation ensures that your application is accurate. The officer may also inform you of any issues with your documents at this stage. For example, if your birth certificate is not certified or appears altered, the officer will explain what additional steps you need to take.

If your documents are in order, you will proceed to get your photograph taken. The DPS uses digital photography, and you can request to retake the photo if you are unhappy with the first attempt, though you may have a limited number of retakes. Wear clothing that contrasts with the background if possible, and remove sunglasses and hats. The photo must clearly show your face.

After your photograph, you will return to a service window to verify your information one final time before it is submitted. The officer will show you what appears on your card and ask you to confirm everything is correct. At this point, you also pay the fee. As of 2024, a Texas ID card for someone ages 18-84 costs $16 and lasts 6 years, making it approximately $2.67 per year. The ID is valid for 4 years if you are under 18, costing $13.

You will receive a paper receipt showing your transaction. Your actual Texas ID card arrives by mail within 7-10 business days to the address you provided. The DPS recommends keeping your receipt until you receive your card in case you need to reference your transaction number.

Practical takeaway: Bring all documents together in one folder, arrive early in the day when lines are shorter, and allow 30-45 minutes for the entire process. Keep your receipt safely until your card arrives.

Costs Associated With Getting a Texas ID

The financial cost of obtaining a Texas ID is straightforward and low compared to other forms of identification. For adults ages 18-84, the card costs $16 and remains valid for 6 years. For people under 18, the card costs $13 and is valid for 4 years. For people 85 and older, the card is free and valid for the person's lifetime. These prices have remained stable for several years and may be subject to change at the state legislature's discretion, though major price increases are uncommon.

Beyond the card fee itself, you may have costs associated with obtaining required documents. If you do not have a birth certificate, ordering a certified copy from your state's vital records office costs between $15-$30 depending on the state. If you need a name change document, divorce decrees or marriage certificates ordered from your county clerk typically cost $5-$25. Utility bills and bank statements are free if you already receive them, and printing copies costs only a few dollars at most.

Some people incur travel costs to reach their nearest DPS office, particularly those in rural areas. Texas has offices in most counties, but some people may need to travel 30 minutes to an hour. Planning your trip with other errands can reduce overall travel time and costs.

If you lose your Texas ID or it becomes damaged, you can request a replacement. A replacement Texas ID card costs $8 for adults and $6 for people under 18. A duplicate card—which is identical to the original—costs the same as a replacement.

Important note: Some private websites claim to offer free or low-cost Texas IDs and may charge you fees for information you can obtain at no cost directly from the DPS. The official Texas ID card can only be obtained through the Texas Department of Public Safety, and there are no shortcuts or faster methods offered by private
