Learn About Income-Based Housing Programs in Hawaii
Overview of Income-Based Housing Programs in Hawaii
Hawaii faces one of the highest costs of living in the United States, with housing costs consuming a significant portion of residents' incomes. According to the U.S. Census Bureau, the median home price in Hawaii exceeds $1 million in many areas, making homeownership difficult for many families. Rental prices are similarly high, with the average one-bedroom apartment in Honolulu costing over $2,000 monthly. This reality has created a strong need for housing programs designed to help individuals and families with lower incomes afford safe, stable housing.

Income-based housing programs in Hawaii are primarily administered through federal funding sources distributed by state and local housing authorities. These programs operate under guidelines established by the U.S. Department of Housing and Urban Development (HUD). The programs serve various populations, including families with children, seniors, individuals with disabilities, and people experiencing homelessness. Each program has specific rules about who can participate and what services or housing options are available.
Understanding how these programs work can help you learn about housing options that may be available in Hawaii. The programs typically operate through a combination of direct housing units managed by public housing authorities and voucher systems that allow residents to rent from private landlords. Some programs focus on permanent housing solutions, while others provide temporary or transitional support. Knowledge of these different approaches helps residents understand what types of housing support structures exist in the state.
The Hawaii Public Housing Authority (HPHA) serves as the primary agency overseeing most income-based housing programs in the state. This agency manages housing for approximately 6,000 households statewide. Additionally, county housing authorities on each island operate their own programs. Understanding which agency manages housing in your specific county is an important first step in learning about local options.
Practical Takeaway: Start by identifying which county you live in (Hawaii, Maui, Honolulu, or Kalawao), then research the specific housing authority that serves that area to learn what programs operate near you.
Public Housing Programs: Direct Housing Units and Management
Public housing represents one of the oldest and most established forms of income-based housing support in Hawaii. Public housing units are owned and operated directly by housing authorities, rather than through private landlords. The Hawaii Public Housing Authority maintains several hundred public housing units across the islands. These units range from single-family homes to multi-unit apartment complexes. Public housing serves families with children, seniors aged 62 and older, and persons with disabilities.

In public housing, residents pay a portion of their rent based on their income, typically between 28 and 40 percent of monthly gross income. The remaining cost is subsidized by the federal government. For example, if a household earns $2,000 monthly, a resident might pay between $560 and $800 in rent, depending on program rules and family circumstances. This income-based rent structure means that as residents' incomes change, their rent payments may adjust accordingly. Public housing authorities use income verification processes to determine rent amounts and program participation.
Public housing units in Hawaii are located in various communities across the islands. Oahu has the largest concentration of public housing, with units in areas including Honolulu, Pearl City, and Waipahu. The Big Island, Maui, and Molokai also have public housing communities. These housing developments vary in appearance and amenities, ranging from older buildings to more recently renovated properties. Some public housing communities have community centers, playgrounds, and other shared facilities for residents.
Residents of public housing typically sign leases committing to maintaining the property, following community rules, and meeting program requirements. Public housing authorities conduct inspections to ensure units meet housing quality standards. Residents must report changes in household composition or income to the housing authority, as these factors affect rent calculations and continued program participation. Public housing provides stable, long-term housing for residents who meet income limits.
Practical Takeaway: If you are interested in learning about public housing, contact your county housing authority to understand the income limits, current waiting lists, and properties available in your area.
Housing Choice Vouchers: Renting from Private Landlords
Housing Choice Vouchers represent another major pathway for income-based housing support in Hawaii. Also known as Section 8 vouchers, this program enables residents to rent housing from private landlords while receiving a subsidy that covers a portion of the rental cost. Rather than living in government-owned buildings, voucher holders select their own rental units in the private market. The housing authority pays the landlord a portion of the rent directly, and the resident pays the remaining amount based on their income level.

Under the Housing Choice Voucher program, residents typically pay 30 percent of their adjusted gross income toward rent. The voucher covers the difference between the rent amount and what the resident pays, up to a maximum amount called the payment standard. Payment standards vary by county and bedroom size. For example, the payment standard for a two-bedroom unit in Honolulu may be different from a two-bedroom in Hilo or Wailuku. A household earning $2,500 monthly would pay approximately $750 in rent, while the voucher might cover an additional $800 to $1,200, depending on the specific payment standard and lease amount.
Housing Choice Vouchers offer significant flexibility compared to public housing. Residents can choose where to live within their county, as long as the landlord agrees to participate in the program and the unit meets program requirements. This flexibility means residents can live closer to employment, schools, or family support networks. Participating landlords receive a guaranteed income stream and may view voucher holders as desirable tenants. However, finding landlords willing to accept vouchers can present challenges in some areas of Hawaii, particularly in tight housing markets.
Participation in the voucher program requires residents to engage in the housing search process actively. Residents receive education about their rights and responsibilities as tenants, information about fair housing laws, and guidance on selecting appropriate housing. Housing authorities conduct inspections of rental units to verify they meet health and safety standards before approving them for voucher use. Residents must recertify their income and household composition periodically, typically annually, to maintain voucher eligibility.
Practical Takeaway: To learn about Housing Choice Vouchers in your area, contact your county housing authority for information about current waitlists, payment standards for your region, and the application process.
Project-Based Rental Assistance and Specialized Programs
Beyond traditional public housing and Housing Choice Vouchers, Hawaii offers several specialized housing programs targeted toward specific populations. Project-Based Rental Assistance programs attach subsidies to particular buildings rather than to individual households. In these programs, the housing authority contracts with a private landlord or nonprofit organization to provide a certain number of subsidized units in a specific building. Residents who live in that building receive the same income-based rent structure as public housing residents, paying approximately 30 percent of their income toward rent.

Hawaii has developed specialized programs for seniors, including Senior Housing Programs that provide affordable units designed specifically for people aged 62 and older. These programs may include supportive services such as meal programs, transportation, wellness activities, and maintenance support. The Senior Housing Program serves approximately 800 households statewide. Units are located throughout the islands, often in communities near shopping, medical services, and public transportation. Rent is based on 30 percent of income, making housing affordable for seniors living on fixed incomes.
Programs serving individuals with disabilities include specialized housing with supportive services integrated into daily operations. These programs may include case management, health services coordination, and community integration support. Residents with disabilities may have access to assistive technology, accessible unit design features, and connection to employment or vocational rehabilitation services. The Hawaii Housing Finance and Development Corporation (HHFDC) works with nonprofit partners to develop and maintain housing specifically designed for persons with disabilities.
Transitional housing programs serve populations experiencing homelessness or at risk of homelessness. These programs provide temporary housing paired with case management services, mental health support, substance abuse treatment, job training, and other support services. Transitional programs typically serve residents for periods ranging from several months to two years, with the goal of helping residents achieve housing stability and self-sufficiency. Examples include programs serving homeless individuals, persons living with HIV/AIDS, and families experiencing housing crises.
Practical Takeaway: Research specialized programs matching your household circumstances—if you are a senior, person with disabilities, or experiencing homelessness, inquire about targeted programs in your area that may offer additional services beyond housing alone.
